Purpose:

The Torngat Joint Fisheries Board is a public body under the auspices of the Torngat Wildlife, Plants and Fisheries Secretariat. The Secretariat is the implementation agent of the Torngat Joint Fisheries Board and the Torngat Wildlife and Plants Co-Management Board.

The primary activities of the Torngat Joint Fisheries Board include:

  • the Conservation of species or stocks of Fish in the Labrador Inuit Settlement Area listed in schedules 13-B and 13-C of LILCA, species of Aquatic Plants in the Labrador Inuit Settlement Area and Fish Habitat in the Labrador Inuit Settlement Area; and
  • the management of fisheries in the Labrador Inuit Settlement Area, other than the Inuit Domestic Fishery and the Inuit Domestic Harvest Level, with respect to a species or stock of Fish listed in schedules 13-B and 13-C of LILCA.

Structure:

Appointments to the Torngat Joint Fisheries Board are done in accordance with LILCA under section 13.10.2. The Torngat Joint Fisheries Board shall consist of seven members, including the chairperson, to be appointed as follows:

  • three members shall be appointed by the Nunatsiavut Government;
  • two members shall be appointed by the Government of Canada;
  • one member shall be appointed by the Government of Newfoundland and Labrador;
  • the chairperson shall be nominated by the members and appointed by the federal Minister.

Competency Profile:

Those who make up the Torngat Joint Fisheries Board should collectively possess the following core competencies:

  • Knowledge of Indigenous participation in the fishery
  • Knowledge of current fisheries research in the province
  • Knowledge of current status of commercial fish stocks
  • Knowledge of the commercial fish harvesting industry is preferred
  • Knowledge of and experience in Labrador issues is preferred
  • Knowledge of cultural and natural heritage
  • An understanding of and ability to interpret policies.
  • Public relations
  • Human resources
  • Governance
  • Interagency and/or Intergovernmental relations
  • Financial expertise/literacy

Qualifications:

Members of the Torngat Joint Fisheries Board should possess the following qualifications:

  • Experience in sustainable fisheries resource development
  • Experience with jurisdictional roles in the fishing industry
  • Experience with Indigenous issues, including those of Indigenous fish harvesters is preferred
  • High ethical standards and integrity
  • Appreciation of the responsibilities to the public
  • Willingness to consider others’ opinions
  • Capable of a wide perspective on issues
  • Ability to listen and work as a team member
  • No direct or indirect conflict of interest
  • Strong reasoning skills
  • Strong problem solving skills
  • Previous experience working on a board or committee

Time Commitments:

Members of the Torngat Joint Fisheries Board shall meet whenever necessary for the transaction of business, board members may also be expected to spend additional time to review materials and prepare for meetings. The Board shall meet at least quarterly.

Term:

Each member of the Torngat Joint Fisheries Board:

  • shall be appointed for a term of four years;
  • may be reappointed to office;
  • shall, before assuming office, take and subscribe an oath in the form set out in schedule 13-A before an officer authorized by Law to administer oaths; and
  • shall be subject to such rules relating to conflict of interest as may be agreed among the Parties from time to time but no member shall be considered to be in a position of conflict of interest or to be biased solely because the member is an Inuk or a public servant. Section 13.10.5 LILCA
