To ensure that persons working in this specific health profession have the appropriate academic credentials and competencies for entry to practice.
The council shall consist of 7 medical practitioners who hold a current licence and are elected by secret ballot in accordance with the by-laws, 4 of whom shall be medical practitioners who live in or carry on the practice of medicine in the region of the City of Mount Pearl and the City of St. John's and 3 of whom shall be medical practitioners who live in or carry on the practice of medicine in the remainder of the province; 4 persons appointed by the minister, 3 of whom shall not be medical practitioners, who are suitable to represent the public interest, and one of whom shall be appointed from a list of not less than 3 nominees submitted by the Board of Regents of the Memorial University of Newfoundland; and 2 medical practitioners appointed by the minister, both of whom shall be appointed from a list of not less than 4 nominees submitted by the association.

Members of the Council should be available to meet four times per year (meetings usually last 2-3 hours), plus any additional meetings and teleconferences as required. Council members are generally asked to sit on two committees of the Council which usually meet four times per year.
A member of the council shall be elected or appointed for a term of 3 years and is eligible for re-election or re-appointment, but a member shall not serve on the council for a continuous period exceeding 9 years. Where the term of office of a member of the council expires and a successor has not been elected or appointed, that member may continue to hold office until a successor is elected or appointed.

When a vacancy is filled, the person filling the vacancy shall serve only for the remainder of the term of office of the member being replaced, and that person is eligible for re-election or reappointment.
